Tom Frazee

Since 1983, Tom Frazee has been a major contributor to referee development programs for GSSA, GHSA, NISOA, and for USSF. In concentrating his energies and accomplishments to this most important field of service to the game, he has added significantly to the growth and development of good quality soccer programs at all levels.
Tom first certified as a referee in the youth program in 1983. After later promotions, he reached the State Referee Grade 5, achieving emeritus status in 2004, after 21 years of active refereeing. His career represents many hundred of games officiated.
In his endeavors to improve GSSA programs, he achieved the USSF Associate Instructor grade in 1986, the full Referee Instructor grade in 1988, then upgraded to State Referee Instructor status in 1992, and USSF National Referee Instructor Trainer in 2004. Most notable in his career, Tom has served as State Director of Referee Instruction from 1996 to the present. During his tenure, he has designed, conducted, and coordinated more than 500 referee training courses, training more than 60 Referee Instructors for Georgia and helping a number of instructors to advance to State Referee Instructor.
In addition to his primary efforts in Referee training, Tom became a Referee Assessor in 1988, and advanced to State Referee Assessor in 1998. He has since conducted countless individual assessments. In 1997 he became an active Referee Assignor. Locally, Tom was an active member of the LAW 18 Referee Group for many years and served as Vice President in 1992 and 1993. He chaired the Ethics and Grievance Committee from 1994 to 1996.
Since becoming an active high school referee in 1985, he served as a Clinician for the Georgia Soccer Officials Association from 1994 to the present, and was appointed a Georgia High School Association Clinician from 1998 to the present. Since 2002, he now serves as a Clinician for the Georgia Interscholastic Soccer Association. Tom was awarded the All Star Official's plaque by the Georgia Athletic Coaches Association in four consecutive years: 1995 through 1998, and was recognized as high school Official of the Year by that organization in 1998.
In the college refereeing program, Tom was a member of the Georgia Intercollegiate Soccer Officials Association from 1990 through 2002, and served as their Clinician from 1996 through 2002.
Tom was appointed to the USSF national instructor staff in 1996, serving on the faculty of the Train the Trainer and Instructional Theory Into Practice national training courses at all three Olympic Training Centers. Tom updated and rewrote both of these USSF courses, distilling them from a 4-day format into a 3-day format. He was recently the lead in rewriting the National Assignor class as well.
To say the least, Tom's career and accomplishments demonstrate both outstanding commitment and devotion to helping develop others, as well as a deep love of the game and those who strive for excellence in their participation.
