Recertification Requirements (2023) For Current Regional Referees (2022)

 
The following Regional Referee Recertification requirements must be completed between July 1st, 2021 and June 30th, 2022:
 

1  Practical Evaluations

  • 90 minute; 11v11 matches only.
  • Two (2) passing evaluations as a referee:
    • One (1) must be adult amateur.
      • ​Highest level (UPSL, ADASL DI, USL2, NPSL).
    • One (1) must be youth.
      • ​Highest age group (19U/18U).
  • Must be completed by two (2) different Regional Assessors, Referee Coaches, or National Referee Coaches.

2 Training

3 Fitness Test

  • Male: FIFA Women’s Referee Category 1.
  • Female: FIFA Women’s Referee Category 3.

Certification (Upgrade) Requirements For Current Grassroots Referees

 

The following Regional Referee Certification requirements must be completed between July 1st, 2022 and June 30th, 2023. Note: You must be 18 years of age or older with a minimum of three (3) years experience as a certified referee.

 

1 Game Log - Lifetime Prior Experience Requirement

  • 25 center referee, 15 assistant referee; U.S. Soccer sanctioned, 11v11, 90 minute match length, adult amateur leagues only.
    • ​You do not need to have this requirement completed to begin the upgrade process, but it must be completed before June 30th, 2023. Include the qualifying games you currently have when you upload your game log in the form below.
    • Include only the qualifying amateur matches when you upload your game log in the Form. Do not include youth matches.
    • U19 is not considered amateur.
    • Game Log Template - this is an example that may or may not be used. Note the tabs at the bottom of the spreadsheet. You should have both your center and assistant referees totaled at the bottom of your log. Game logs should be in spreadsheet format (Microsoft Excel, Google Sheets, etc.).
    • Game log must include the assignor's email and phone in addition to all relevant match information
    • Falsification of game log may result in referral to Ethics & Grievance.

2 Complete the Upgrade Form

4 Training

  • Regional Referee Course.
    • ​Hosted in the Learning Center (LC) Regional Upgrade Course.
    • Approved candidates will be emailed a direct link to register for this course in the LC.
  • On Field Experience and Training
    • TBD

5 Fitness Test

  • Male: FIFA Women’s Referee Category 1.
  • Female: FIFA Women’s Referee Category 3.

Evaluation Approval

For both certification (upgrade) and recertification, any referee who fails two or more evaluations in one cycle will have their portfolio reviewed by the Regional Referee Panel. Additionally, if half or more of a referee’s evaluations are marked as a low degree of difficulty by the assessor, the referee will have their portfolio reviewed by the Regional Referee Panel. The panel will evaluate the referee’s portfolio and determine to accept or decline. If declined, the panel will provide the referee with additional evaluation requirements that need to be met to meet certification or recertification.
